ALL OPERATORS LETTER - EU PUBLICATION ON AIR SAFETY LIST

The Tanzania Civil Aviation Authority (TCAA) acknowledges the operational challenges arising from the recent inclusion of Tanzanian-registered operators on the European Union (EU) Air Safety List.

In view of the need to ensure continuity of international connectivity and access to key markets, the Authority encourages all affected operators to actively pursue necessary partnerships with foreign air operators certified under jurisdictions not affected by the EU ban. These partnerships will enable operators to maintain route access and market presence while corrective measures are being implemented.

Such partnerships may include:

a)

Codeshare agreements, or

b)

Block Permit agreements,

which will enable continued access to destinations currently impacted by the EU listing, without operating under the affected Tanzanian Air Operator Certificate (AOC). Take note that wet lease arrangements involving the same Tanzanian AOC under restriction will not be applicable for the purpose of circumventing the EU ban.

These arrangements are fully recognized under international air transport frameworks and can serve as a short-term solution while ongoing corrective measures are being implemented, in coordination with Tanzania Aviation Operator’s Association (TAOA) and other Stakeholders, to address the EU's concerns. TCAA stands ready to facilitate and expedite the necessary approvals and regulatory processes associated with such partnerships, in compliance with applicable bilateral and multilateral agreements.

We encourage you to initiate discussions with potential international partners and liaise closely with our Economic Regulation Directorate for guidance and support.

The Authority assures all stakeholders of its unwavering support and commitment to resolving the issues identified by the EU. TCAA has already commenced extensive engagement with both the EU Air Safety Committee and other technical partners to address the required findings and restore full operational capacity for all Tanzanian-registered carriers. TCAA remains a committed partner in ensuring business continuity and regulatory compliance for all Tanzanian operators during this transitional period.
