Personnel Licensing (PEL)
The Authority issues licenses under the Civil Aviation (Personnel Licensing) Regulations, 2017 for flight crews, remote pilots, aircraft maintenance engineers, air traffic controllers, flight operations Officers, and cabin crew members. Aviation licensed personnel should apply through the online system; Personnel Licensing Portal
The Authority Personnel Licensing Office is mainly tasked with the following functions:
1.
EXAMINATIONS
(a) Personnel Licensing Office conducts examinations for flight
crews, aircraft maintenance engineers’ personnel, air traffic controllers, flight
operations officers, cabin crew members, and remote pilot personnel who intend
to apply for the issue or renewal or to add new aircraft types, ratings or
authorization to their licenses/certificates in compliance with the Civil Aviation (Personnel Licensing) Regulations, 2017.
(b) Personnel Licensing Office administers English language proficiency examinations as required by Civil Aviation (Personnel Licensing) Regulations, 2017.
2. LICENSING
(a) Personnel licensing office works on physical issuance and maintenance of personnel licenses and certificates.
(b) Personnel licensing office evaluates foreign licenses for conversion or validation and military qualifications by consulting other contracting state-issued licenses; and
(c) Issuing and renewing licenses, certificates, and adding ratings.
3. TRAINING (Approved Training
Organization)
Personnel licensing conducts certification, approval, and surveillance
of Approved Training Organizations (ATO) as prescribed in the Civil Aviation (Approved Training Organizations) Regulations, 2017 by:
(a) Approving training organizations.
(b) Qualifying flight simulation training devices.
(c) Exercising continued surveillance of Approved training organizations.
Any
organization or person who intends to conduct training in aviation, activities
shall undergo five phases of the certification process that include:
(a) Phase 1 - Pre-application
(b) Phase 2 - Formal application
(c) Phase 3 - Document evaluation
(d) Phase 4 - Demonstration/Inspection
(e) Phase 5 - Certification
Procedures and directives are incorporated in the Civil Aviation (Approved Training Organization) Regulations, 2017.
4. REGULATORY
(a) Personnel licensing develops and maintains
regulations related to personnel licensing that includes drafting, amending
regulations, and technical guidance material (TGMS) related to the training and
licensing of aviation personnel.
(b) Enforcing law and regulations; and
(c) Developing procedures.
NOTICE:
1. A person shall not act as pilot-in-command or in any other capacity as required flight crew of an aircraft registered in the United Republic of Tanzania, unless that person carries in his personal possession the appropriate and current license for that crew position of that type of aircraft as prescribed in the Civil Aviation(Operation of Aircraft) Regulations, 2017.
2. A person or organization shall not
conduct any aviation training activities in the United Republic of Tanzania
without approval from the Authority as prescribed in the Civil Aviation
(Approved Training Organization) Regulations, 2017.
