The Ministry of Transport conducted a two-day stakeholders’ consultation meeting, coordinated by the Tanzania Civil Aviation Authority (TCAA), in Dar es Salaam from 9 to 10 July 2026 to discuss the draft new and amended Civil Aviation Regulations, 2026. The meeting aimed to gather stakeholders’ views and recommendations before the regulations are finalized, with the objective of strengthening aviation safety, security, operational efficiency, and the sustainable development of Tanzania’s aviation sector.
The meeting was officially opened by the Director of Transport Services in the Ministry of Transport, Mr. Biseko Chiganga, on behalf of the Permanent Secretary, Prof. Godius Kahyarara. In his opening remarks, Mr. Chiganga underscored the importance of stakeholder engagement in developing regulations that keep pace with technological advancements, align with international standards, and respond to the evolving needs of the aviation industry. Representing the Director General of TCAA, Dr. Jabiri Bakari, the Director of Safety Regulation, Eng. John Nzulule, stated that the consultative meeting reflected the Government’s and TCAA’s commitment to maintaining an inclusive, relevant, and responsive civil aviation regulatory framework through meaningful stakeholder participation.
The draft regulations covered a broad range of aviation regulatory areas, including unmanned aircraft systems (drones), ground handling services, aviation personnel licensing, heliports, Safety Management Systems (SMS), aviation security, aeronautical radio frequency management, and communication systems for unmanned aircraft. The meeting brought together representatives from government institutions, airlines, aviation service providers, training institutions, the private sector, and other key stakeholders, whose contributions are expected to help refine the draft regulations before they are finalized and brought into force.
