Mr. Hamza S Johari
Director General

He is the Director General with effect from 22 February 2016.

Prior to this appointment, he was the first Executive Secretary of Tanzania Civil Aviation Authority Consumer Consultative Council serving for the post for the past ten (10) years. A professional span of about thirteen years in Transport and aviation related matters. He is a part time lecturer in International Laws, Aviation Laws and International Law of Carriage at the University of Dar es Salaam, Mzumbe University and National Institute of Transport. He is also an Eastern & Southern African Management Institute (ESAMI) associate consultant in International and Aviation Laws. He was the former State Attorney at the Ministry of Justice and Constitutional Affairs, Legal Counsel and Company Secretary for Ranger Safaris Tanzania Limited.

He is a member of the National Task Force Committee on the boundary dispute between Tanzania and Malawi on Lake Nyasa, a member and Secretary of the task force committee under the Ministry of Finance to study direct and indirect taxes affecting the growth of aviation industry, a member of the task force committee under Law Reform Commission to review various regulatory legislation affecting the interests of consumers. A former member of task force committee to supervise Nathan Consultant (World Bank Project) in studying the financing options for airports infrastructure development in Tanzania. He is also a Chartered Member of International Chartered Institute of Transport and Logistics (CILT), incorporated by the Royal Charter 1929, United Kingdom and a Life Member of Administrative Staff College of India.

He was a former Secretary of multi-sectoral regulatory authorities consumer consultative councils, member of National Air Transport Facilitation Committee, Member of East African Air Transport Facilitation Committee, a former Member of Advisory Board of the Civil Aviation Training Center and the Chairman of 2015 Summit of Africa Jet Fuel and Aviation Symposium (Johannesburg, South Africa).


Mr. Redemptus Peter Bugomola
Director of Safety Regulation

He is the Director of Safety Regulation with effect from 1st April 2015.

He joined the Authority in May 2005 as a Senior Personnel Licensing Officer in charge of Personnel Licensing Section under the division of Safety Regulation until February 2014 when he was re-categorised to the position of Senior Airworthiness Inspector.

Mr. Bugomola, a Licensed Aircraft Maintenance Engineer (Airframe and Engines), holds a Master of Science Degree in Air transport Management and a Diploma in Aircraft Maintenance Engineering to ICAO type II (Mechanical). He is a member of the Chartered Institute of Logistics & Transport. He has been in the aviation industry for 24 years.

His work experience includes working as an Aviation Safety Expert in Mozambique and Zambia between June 2011 and December 2013 helping the States to get out of the Significance Safety Concern (SSC) which emanated from the ICAO USOAP Audits. An Aircraft Maintenance Engineer with Air Tanzania Corporation from 1990 to 2002. A lecturer in Air Transport Management and Technology with the National Institute of Transport from 2003 to 2005. He is also a seasonal part time lecturer in Air Transport Management with the department of Postgraduate Studies at the National Institute of Transport.


Mr. Daniel Malanga
Director of Economic Regulation

Mr. Daniel N. Malanga is a Director Economic Regulation since 17 June 2019. Prior to his appointment, Mr. Malanga was an Ag. Director Economic Regulation from 4 December 2015 to 16 June 2019. Before joining the Executive Team in December 2015, he worked in the Division of Economic Regulation as Chief Air Transport Regulation Officer (CATRO) since July 2006 after serving a Tanzanian-registered and licensed airline, Precision Air Services PLC (PW) for more than eight (8) years. Mr. Malanga left PW in June 2006 as Chief Information Officer (Head of Information Systems Department).

Daniel’s greatest strengths are his creativity, drive and leadership. He thrives on challenges, particularly those that expand an Organisation’s reach. He is a person that planned for and pushed PW to go e-ticketing and online booking systems in 2006 as a project Manager for the two “Simplifying Business Strategy StB” sets of the project both of which were abundantly successful. Tanzania, particularly PW was the 5th country in Africa to implement e-ticketing. Also, since when he joined the Authority in 2006, he has achieved to improve the regulatory and facilitation frameworks which are important impetus for the prosperity of an aviation industry.

Mr. Malanga is currently a National Coordinator for the ICAO initiative to assist its Member States in combating spread of communicable diseases through airports, popularly known as CAPSCA. He is also a National Chairman of the National Air Transport facilitation Committee. Daniel is a former member of a task force formed by the Ministry of Finance for the purpose of studying the current charging and taxation system and its impact on the growth of aviation industry in Tanzania.

Daniel is a Chartered Member of International Chartered Institute of Transport and Logistics (CILT), incorporated by the Royal Charter 1929 in the United Kingdom. He is also an Institute of Directors in Tanzania (IoDT) Certified Director and currently holds an IoDT Mastery in Directorship (MDir).

He holds a bachelors Degree (B.A Statistics with Economics) from the University of Dar es Salaam and a Masters Degree in Business Administration (MBA) from the Eastern and Southern African Management Institute (ESAMI). He also holds an International Diploma in Computers in Business and Management from Cambridge International College, Jersey, Britain and Certificate of Proficiency in Information Systems Management (CPISM) from APTECH Education Worldwide, Tanzania.

Professionally, Mr. Malanga has attended a number of courses including Economics for Competition and Regulation in Nairobi, BETTER REGULATION: Water, Energy, Transport and Communications in London, Air Transportation Management in Singapore, Managing Aviation Policy and Regulation in South Africa, Low Cost Carriers Business Models in Tanzania and Civil Aviation Management in Canada.

Daniel has also attended numerous seminars and conferences both abroad and locally in some of which he was one of speakers. In his free time, Daniel likes to write articles particularly on current developments in the aviation industry.



Mr. Teophory Antony Mbilinyi
Director Corporate Services

Mr. Teophory Anthony Mbilinyi is a Director of Corporate Services since 06th November 2019. Prior to his appointment, Mr. Mbilinyi was the Head of Human Resource Management and Administration of the Workers Compensation Fund (WCF) from August 15th 2018 to 5th November 2019. Mr. Mbilinyi also worked with e-Government Agency (e-GA) as Director of Business Support, from 02nd January 2017 to July 2018, Social Security Regulatory Authority (SSRA) as Human Resource and Administration Manager from September 2011 to December 2016. Prior to joining SSRA, Mr. Mbilinyi worked with TPC Sugar Company in the capacity of Human Resource Manager from May 2009 to August 2011 and PPF Pension Fund as Senior Human Resource Officer and Human Resource Officer from May 2005 to July April 2009.

Mr. Mbilinyi has over twelve years experience in leadership, organisational transformation, business process improvement and implementation of culture change programs. He is also experienced in Human Resource Management function with the main focus in human resource planning, performance management both OPRAS and Balanced Scorecard, human capital resourcing, managing employee relations, and facilitating employee engagement. In the past ten (10) years Mr. Mbilinyi has been involved in establishing and setting up ICT and non ICT Systems for improving organisations business processes.

Mr. Mbilinyi holds Masters of Arts Degree in Public Policy and Management attained at the Institute of Social Studies (ISS), The Hague, The Netherlands (2004). He also holds Bachelor Degree in Public Administration from the University of Dar es Salaam (2002). He is a former Chairperson of Banking and Finance Division of Association of Tanzania Employers (ATE) and former Board Member of the Association of Tanzania Employers (ATE). He is a member of the Human Resource Society of Tanzania (HRSTA) and former Member of the Institute of Human Resource Management of Kenya (IHRM) and member of the African Association of Public Administration and Management (AAPAM).

Mr. Mbilinyi is a Chartered Pension Analyst Manager (CPAM) and certified Director with the Institute of Directors Tanzania (IoDT).


Mr. John Keto Chambo
Director of Air Navigation Services

Mr.John Keto Chambo is a Director of Air Navigation Services with effect from January 1, 2020.

Prior to joining civil aviation in 1986, John Keto Chambo was a teacher at Tanga Technical Secondary School for three years. He has obtained Aerodrome, Approach Procedural, Approach Radar and Area Procedural Air Traffic Control Ratings between 1986 and 2010. He has worked as an air traffic controller at various airports including Tanga, Arusha, Songwe, Julius Nyerere International (JNIA) and Dar es Salaam Area Control Centre where he also served as On-the-Job Training instructor, validation examiner, then later served as the In-charge of Air Traffic Management.

He was Civil Aviation Manager for Tanga and Arusha Airports between 1997 and 2006, later Civil Aviation Manager for JNIA from 2013 to 2017.

Professionally, Mr. Chambo has attended a number of aviation & administration courses and seminars including those on Search & Rescue, Civil Aviation Management, Performance Based Navigation, Aviation Systems Blocks Upgrade, Public Procurement, Global Aviation Safety, Reduced Vertical Separation Minima, Aviation Security Management, Aviation Security Crisis Management, Global Navigation Satellite System Implementation etc; within and outside the country.

He is a certified Director with the Institute of Directors Tanzania (IoDT).
