Mr. Hamza S Johari
Director General

Hamza S. Johari (Expert in Aviation Laws) was appointed Director General of the Authority on February 22 nd 2016. Prior to this appointment, he was the first Executive Secretary of Tanzania Civil Aviation Authority Consumer Consultative Council serving for the post for about ten years. He holds a Bachelor Degree in Law and Masters Degree in International Law from University of Kiev, Republic of Ukraine. He holds a certificate of Aviation Law from International Law Institute of Kampala and Certificate of Leadership and Management from Administrative Staff College of India. He is currently pursuing his Doctorate Degree (PHD) in International Air Law.

He is the Chairman of Civil Air Navigation Services Organization (CANSO) for African Region and CANSO Executive Committee Member. He is the Chairman of SADC Civil Aviation Commission and the Chairman of National Civil Aviation Security Committee as well as a Board Member of East African Community Civil Aviation Safety and Security Oversight Agency (EAC – CASSOA). He is a former member of East Africa Air Transport Facilitation Committee. He was a former State Attorney at the Ministry of Justice and a Legal Counsel and Company Secretary for Ranger Safaris Tanzania Limited.

He was a visiting lecturer in Aviation Laws and International Law of Carriage at the following institutions: University of Dar es Salaam, National Institute of Transport and Mzumbe University. Mr. Hamza Johari is an Associate Consultant on Transport and Regulatory Laws Matters at Eastern & Southern African Management Institute (ESAMI).

He has a professional span of about fifteen (15) years in civil aviation regulatory matters, leadership and strategic management.

He lives in Dar es Salaam with his wife and three children.


Mr. Daniel Malanga
Director of Economic Regulation

Mr. Daniel N. Malanga is a Director Economic Regulation since 17 June 2019. Prior to his appointment, Mr. Malanga was an Ag. Director Economic Regulation from 4 December 2015 to 16 June 2019. Before joining the Executive Team in December 2015, he worked in the Division of Economic Regulation as Chief Air Transport Regulation Officer (CATRO) since July 2006 after serving a Tanzanian-registered and licensed airline, Precision Air Services PLC (PW) for more than eight (8) years. Mr. Malanga left PW in June 2006 as Chief Information Officer (Head of Information Systems Department).

Daniel’s greatest strengths are his creativity, drive and leadership. He thrives on challenges, particularly those that expand an Organisation’s reach. He is a person that planned for and pushed PW to go e-ticketing and online booking systems in 2006 as a project Manager for the two “Simplifying Business Strategy StB” sets of the project both of which were abundantly successful. Tanzania, particularly PW was the 5th country in Africa to implement e-ticketing. Also, since when he joined the Authority in 2006, he has achieved to improve the regulatory and facilitation frameworks which are important impetus for the prosperity of an aviation industry.

Mr. Malanga is currently a National Coordinator for the ICAO initiative to assist its Member States in combating spread of communicable diseases through airports, popularly known as CAPSCA. He is also a National Chairman of the National Air Transport facilitation Committee. Daniel is a former member of a task force formed by the Ministry of Finance for the purpose of studying the current charging and taxation system and its impact on the growth of aviation industry in Tanzania.

Daniel is a Chartered Member of International Chartered Institute of Transport and Logistics (CILT), incorporated by the Royal Charter 1929 in the United Kingdom. He is also an Institute of Directors in Tanzania (IoDT) Certified Director and currently holds an IoDT Mastery in Directorship (MDir).

He holds a bachelors Degree (B.A Statistics with Economics) from the University of Dar es Salaam and a Masters Degree in Business Administration (MBA) from the Eastern and Southern African Management Institute (ESAMI). He also holds an International Diploma in Computers in Business and Management from Cambridge International College, Jersey, Britain and Certificate of Proficiency in Information Systems Management (CPISM) from APTECH Education Worldwide, Tanzania.

Professionally, Mr. Malanga has attended a number of courses including Economics for Competition and Regulation in Nairobi, BETTER REGULATION: Water, Energy, Transport and Communications in London, Air Transportation Management in Singapore, Managing Aviation Policy and Regulation in South Africa, Low Cost Carriers Business Models in Tanzania and Civil Aviation Management in Canada.

Daniel has also attended numerous seminars and conferences both abroad and locally in some of which he was one of speakers. In his free time, Daniel likes to write articles particularly on current developments in the aviation industry.



Mr. Teophory Antony Mbilinyi
Director Corporate Services

Mr. Teophory Anthony Mbilinyi is a Director of Corporate Services since 06th November 2019. Prior to his appointment, Mr. Mbilinyi was the Head of Human Resource Management and Administration of the Workers Compensation Fund (WCF) from August 15th 2018 to 5th November 2019. Mr. Mbilinyi also worked with e-Government Agency (e-GA) as Director of Business Support, from 02nd January 2017 to July 2018, Social Security Regulatory Authority (SSRA) as Human Resource and Administration Manager from September 2011 to December 2016. Prior to joining SSRA, Mr. Mbilinyi worked with TPC Sugar Company in the capacity of Human Resource Manager from May 2009 to August 2011 and PPF Pension Fund as Senior Human Resource Officer and Human Resource Officer from May 2005 to July April 2009.

Mr. Mbilinyi has over twelve years experience in leadership, organisational transformation, business process improvement and implementation of culture change programs. He is also experienced in Human Resource Management function with the main focus in human resource planning, performance management both OPRAS and Balanced Scorecard, human capital resourcing, managing employee relations, and facilitating employee engagement. In the past ten (10) years Mr. Mbilinyi has been involved in establishing and setting up ICT and non ICT Systems for improving organisations business processes.

Mr. Mbilinyi holds Masters of Arts Degree in Public Policy and Management attained at the Institute of Social Studies (ISS), The Hague, The Netherlands (2004). He also holds Bachelor Degree in Public Administration from the University of Dar es Salaam (2002). He is a former Chairperson of Banking and Finance Division of Association of Tanzania Employers (ATE) and former Board Member of the Association of Tanzania Employers (ATE). He is a member of the Human Resource Society of Tanzania (HRSTA) and former Member of the Institute of Human Resource Management of Kenya (IHRM) and member of the African Association of Public Administration and Management (AAPAM).

Mr. Mbilinyi is a Chartered Pension Analyst Manager (CPAM) and certified Director with the Institute of Directors Tanzania (IoDT).


Ms. Flora Alphonce
Director of Air Navigation Services

Ms. Flora Alphonce is a Director of Air Navigation Services with effect from March 1, 2022. She was the Chief Air Navigation Engineer prior to this appointment.

She has over 14 years working experience and she is passionate about science and solving technical and operational challenges that are brought about by advancement in technology.

She has a very good knowledge of the National and International aviation system; She joined TCAA in April 2006 as Air Navigation Engineer and has also worked from 2014 to 2017 in Dakar Senegal with EGNOS Africa, a joint programme of EU and Africa for Global Navigation Satellite Systems (GNSS).

She has developed over the years extensive experience on Planning, implementing Managing Air navigation Services; As Aviation expert in the JPO, she played a key role in the development of the Roadmap for implementation of GNSS/EGNOS aviation applications in Africa.

Ms Flora Alphonce is a member of the Science and Allied Technologies (SAT) Subject Board of the National Council for Technical Education (NACTE) and is registered Professional Engineer with Tanzania Engineers Registration Board and Institution of Engineers Tanzania – Women’s Chapter.

She is a graduate from the University of Dar-Es-Salaam, with a BSc Degree in Telecommunications Engineering, she also holds a specialized Masters in Satellite based Communication, Navigation and Surveillance, including GNSS, for Aviation from Ecole Nationale de lAviation Civile (ENAC) of France and pursuing Masters of Business Administration from University of Birmingham - UK.a


Ms. Maria Makalla Memba
Director Legal Services

Ms. Maria Makalla-Memba is a Director of Legal Services with effect from March 01, 2022. She was Principal Legal Officer prior to this appointment.

Ms. Maria Makalla-Memba is a versatile Legal Counsel of the Tanzania Civil Aviation Authority (TCAA) with 15 years of experience. In the aviation industry, Ms. Makalla-Memba played a big role in ensuring the Civil Aviation Regulations within the East Africa Community are developed and harmonized, the team comprised of members from all the EAC states. Furthermore, she continues to play leading role in ensuring the compliance level to all aviation laws in the United Republic of Tanzania is always maintained. 

Ms. Maria Makalla Memba is an advocate of the High Court of Tanzania and its subordinate courts with the exception of the Primary Court and a graduate of the Faculty of Law of the University of Dar es Salaam (UDSM), she possess a huge experience of litigation, negotiation, consultation and legal counseling which she gained while working in at the Attorney General chambers, Private Law Practices and the Ministry of Lands and Urban Settlement. She has participated in various professional training programs within Tanzania and outside and attended several workshops and seminars. She also holds a master’s in law Degree in Information Technology and Telecommunications, from the Open University of Tanzania.


She is married to Dr. Albert Zephaniah Memba and blessed with three Children, Romeo, Ronia and Rowan.


Mrs. Clara Mpili
Ag. Director Safety Regulation

Mrs. Clara Mpili is Acting Director Safety Regulation with effect from November 11 2020. She was the Chief Air Navigation Services Inspector prior to this appointment.

As an Inspector, she has gained valuable expertise in safety regulatory system. She has very wide range of responsibilities including: carrying out efficient and effective safety oversight activities with the objective of enhancing safe operations of aircraft in compliance with national and international standards.

She completed Advanced Diploma in Telecommunication and Electronics Engineering. She also holds Masters of Communication Engineering specialized in Microwave Technology and Masters in Business Administration.

She has extensive experience in the aviation industry.
