DECISION OF THE BOARD OF DIRECTORS ON LIBERALIZATION OF GROUND HANDLING SERVICES

 

DECISION NO. 1 OF 2016


During its 47th Ordinary Meeting held on 25 May 2016, the Board of Directors repealed Decisions No. 1 of 2007, No. 1 of 2009 and No. 1 of 2013 on liberalization of ground handling services in the United Republic of Tanzania. The decisions were repealed to cope with the growing trend of the aviation industry in the country including but not limited to construction of new infrastructures and improvement of available facilities and increase in the number of passengers and aircraft movements at the airports. The repeal was also necessitated by the need to align the Tanzanian aviation industry to best practices in Africa and the world while considering safety, security, sustainability, reliability and economic efficiency of the players in the industry.

Subsequently, the Board decided as follows:

 

A.        SELF GROUND HANDLING OPERATIONS

With regard to Self Ground Handling Operations, it was decided that:

  • An Air operator shall be licensed by the Authority to provide Ground Handling Services as stipulated by regulation 6(1) of the Tanzania Civil Aviation (Ground Handling Services) Regulations, 2012;
  • Only operating carrier under code share arrangement shall be allowed to provide Ground Handling Services;
  • The air operator shall enter into an agreement with airport operator prior to operations at respective airports.

 

B.        INDEPENDENT GROUND HANDLING SERVICES PROVISION

In Consideration of Independent Ground Handling Services Operations, the Board decided that:

  • The modality on determination of number of independent ground handling operators based on traffic volume (for passengers and aircraft handling) shall be maintained.
  • With regard to Aviation Fuel, the Authority's consultant (IATA 2008) proposals on benchmarking Study shall stand.
  • Based on the improvement and expansion of Julius Nyerere International Airport (JNIA), this decision has relaxed the restriction imposed through the Board Decision No. 1 of 2009 on cargo services operators at the airport.

 

The approved number of independent ground handling services providers at airports in the United Republic of Tanzania shall therefore be as follows:

The Board wishes to insist on a speedy implementation of this decision for the benefit of the aviation sub-sector through promotion of effective competition and economic efficiency while protecting the interest of consumers and investors.

 

C. GENERAL

The Board further wishes to remind all existing and potential service providers to ensure they obtain licences from the Authority, whether as self or independent ground handling operators.

Please Note:            Ground handling services cannot be sub-contracted and ground                                         handling licenses are not transferrable.
