STAKEHOLDERS SENSITIZED ON AERODROMES CERTIFICATIONS, LICENSING AND REGISTATION
Tanzania Civil Aviation Authority (TCAA) held a one-day stakeholder’s workshop on aerodromes certification, licensing and registration approval to sensitize aerodromes operators, licensed operators and other stakeholder to comply with legal requirements in construction and operations of aerodromes.
Officiating the workshop on April 29, 2019, at Julius Nyerere International Conventional Centre, the TCAA Ag. Director General, Vallery Chamlungu, said, the workshop intends to enhance safe operations of aircraft through improved compliance to civil aviation regulations.
He added that, air operators have a duty to ensure that, aerodromes in which they operate their aircrafts are licensed. “Air operators have an important role to assist aerodrome operators in licensing process including assisting with documentation and inspections or may even apply for license to operate some aerodromes on concession basis” He said.
The Ag.Chief, Aerodromes and Ground Aids, Eng. Benard Kavishe, assured the participants that, the certification, licensing and authorization of aerodromes is beneficial to both the Authority and the operators. Among others the process helps to ensure that aerodromes have met minimum safety and security standards; thus, it gives operators, the Authority and travelling public safety and security assurance.
Regulation 323 of the Civil Aviation (Aerodromes) Regulations, 2017, prohibits a person to operate aerodromes without certificate, license or registration approval issued by the Authority. Thus, operating aerodromes without a valid certificate, license or registration approval or any form of authorization from the Authority contravenes the regulations and an offence punishable by law.
The Authority has issued a public notice to require aerodromes and licensed operators to conform to this requirement by 31 December 2019, beyond which enforcement action may be taken including prohibiting use of aerodromes without certificate, license and registration approval. TCAA is planning to ran similar workshops in Zanzibar, Arusha and Mwanza
